Is this off the carbs

I have just about got all the float levels correct just some minor adjustment to do now,(see other thread viewtopic.php?f=20&t=7531)

But having had my carbs in bits I have found this on the bench but unsure if its off the carbs or not,the inside diameter of the small bush is the same as the connecting rod in the middle of the carbs 3 and 4 its roughly about 5mm or 1/4 inch in diameter (see pics).
I have looked at several parts diagrams but cannot see this part, does anyone recognise it ?

Sneck it looks to me like part# 11346-371-300
A spacer on a bolt near the cover where you check the oil level.
Part #2?

Are your air Tees in place?
