In the "good old days", you would likely end up with a noose around your neck, hanging from a tree, if you stole another man's method of transport, his horse.
Today, stealing a car is a common thing, most police departments don't do much more about than taking the report.
Interesting thing is, that the 10 locations with the highest car theft rate in the U.S. are all on the West coast. 8 in California and 2 in Washington state:
1. Fresno, CA
2. Modesto, CA
3. Bakersfield-Delano, CA
4. Spokane, WA
5. Vallejo-Fairfield, CA
6. Sacramento-Arden-Arcade-Roseville, CA
7. Stockton, CA
8. Visalia-Porterville, CA
9. San Fran-Oakland-Fremont, CA
10. Yakima, WA

I'd wager that the highest accident rates, and the highest insurance rates, are also in those towns. Probably most of those stolen cars are being used for parts by body shops.
