wire harness

I was wondering why at the top of the frame the first strap is on the wire harness is mounted on some kind of spunge or isulater. Is this necessary? Both bike have this.

I would think that this was put on the bike to minimize chaffing/wearing of the wire insulator against the frame when the bike is being steered.
