Camshaft timing issue

Hi all I have installed the right hand exhaust camshaft. My issue is that the dots on the cam sprocket won't line up with the head surface, the dots are about 2mm ahead of there position. The engine has new cam chains and nos guides and adjusters. The engine turns over by hand fine. No valve to piston contact. I have added a couple of photos to illustrate the problem.

Advance the sprockets a tooth and see if it looks closer. But I think you are correct as-is. They won't line up exactly and usually the forward dots are slightly proud of the head surface. Just make sure both 1 and 6 cam lobes don't point the same direction!
