That's a function of what's called HDR photography - short for "high dynamic range". The camera takes three or more photos from light to dark and combines them, resulting in the interesting but unnatural look to those photos.

HDR is an interesting and exciting method for producing dramatic pictures, but I don't think these are HDR. Many, if not most, phones have a built in HDR function. If used properly, the resulting pictures are very nice. If over used, they are dramatic, but more a work of art than a photograph.
