I have a CBX-C with Honda cases/panniers. I’d like to remove the cases/ panniers and brackets which would also remove the indicators.
Does anyone know how I can fit the indicators without the cases/pannier brackets?

You need the turn signal relocation kit. Tim’s CBX sells it. There may be other sources.

TIMS kit is good. Honda actually made a turn signal relocation kit for these. Hard to find, but there is one listed right now on eBay. Astroracer is the seller, a long-time CBX owner.

Although not the best looking lamps, they cover up the hole with no damage to the bodywork, easily reversed if need be.

If the Tim's kit is made of aluminum, they will eventually bend from the weight of the lamp when the bike goes over bumps.
