I changed my oil and forgot to put back the washer that goes between the spring and oil filter. Do I need to drain the oil completely or can I just take off the oil filter and replace the washer?

I wouldn't worry about it for more than .005 seconds. Most bikes I have seen (and only one of mine) has that washer in there. The washer gets stuck to the filter and tossed at about the first oil change and never replaced.
But if you are losing sleep over it, you can just pull the oil filter housing off, put the washer in, reinstall and top off the oil.
