Camshaft timing

I am assembling the motor and now is the time to set camshaft timing, service manual says dots must alingn with head surface, well, they are always off, should be slightly retarded or advanced? Need help here, I want to do it once

Half way down the first page Tony talks about alignment marks during assembly.
