The Kawasaki KZ1300 has 3-bolt flanges. But they are upside down from the ones shown. Maybe the manifolds are just put in front of the carbs upside down. Other than that, it could very well be a KZ1300 set-up, given that almost anyone I know is unhappy with the stock carbs on that bike.
