It could also be flowed in weight/unit time. Milligrams per minute. Just a thought.

OK, today I checked the size of a labelled #95 jet. With pin gauges, a 0.90mm pin would go in, but a 0.95mm gauge would not go. Size for size will not go anyway. As a note with the 0.90mm, there was a faint crescent of light seen when looking through the jet towards a light. One sure way to measure would be to put the jet into an x-ray machine and measure that way. So I guess the answer given earlier was correct. #95 = 0.95mm.
