I noticed, before placing in the choke relief springs, one bank of carbs already has a stiff spring return. Is this normal

The shop manual pretty clearly shows how the springs go. Yes, the right bank has the main tension spring on the choke lever. The individual smaller springs attach the same way to both shafts. Don't mix the shafts up - they are different. It's not too hard, but if you don't have a shop manual - you're WAY too deep.
