My guess it is a high serial number out of Japanese July 1979 production, either European Direct sales or South African spec, higher than SC03-20 01100. As it was supposedly never on the road and dealer serviced, it probably still has the 469 advancer.

I don't know if this helps... I was comparing pictures(not a great angle) of a euro spec 79 that a local shop is selling...it's rear fender is longer than my canadian model but appears to be shorter than the barn find of the OP... https://www.kijiji.ca/v-street-cruisers ... 1218702607 the shop owner told me his 79 originated in the UK...
different countries having specific requirements for road legalities may help narrow down the origin search...as long as the inner fenders haven't changed at some point...
I did a search for S African Cbxs and couldn't find any that look that of the OP, which doesn't prove anything many of the s african bikes had their fenders chopped, they apparently don't care for the long fender...I only found one picture of a s african ride with a long fender and it looked like the fender in my link...

The European Direct Sales bikes had a separate lower extension that made the fender extra long. The Canadian bikes had the same rear fender as the U.S. bikes and should not have a reflector. The South African '80s did not have a reflector either, so it seems to be an ED bike. This may make it a bit more difficult to get it titled and registered in the U.S.
The wiring for headlight and running lights will be different.

That is the same rear mudguard extension I have on my UK 1978 model. I bought it some months after buying the machine in 1989 and was told by the Honda dealer (Tippetts) that although an option on European Direct Sales models very few of the extensions sold in the UK. Listed in the parts book as available for both Z and 1980 A model. I know when I have attended cbx events over the last 20+ years I have never seen another and am always asked where I bought it. Useful with our wet weather. Part number 80121-422-640,bracket to attach 80122-422-640=plus 2 collars 80122-300-731.
