What would the effect be on the clutch if the washer #22 was missing? Is it actually a spacer washer that would cause clutch to drag if missing?
Never had that gear off before so never checked but clutch had been opened by PO before.

It is a necessary spacer and thrust washer. You need it if yours is missing.

Thanks for the reply, Dave. If the washer is missing would it cause the clutch to drag? I would assume that the screw adjustment for the pushrod would take up any difference of a missing washer and clutch would be ok??

That question is best answered by replacing the washer/spacer that's missing.
Then go through the adjustments in the proper order, lifter, cable slack at the
cover and then at the lever.
You can't depend on adjustments to make up for missing parts.
At least you discovered there is a part missing !
