Need help with Kawasaki generator (education may be)

I have this project that I am working on (some of you may know already) . It is 81 motor with barebone wiring that is enough to hookup a battery and start the motor. Denso has two wires coming out (+ /-) that I would assume will connect to battery for charging. I am using Sachse ignition so no rectifier regulators , they are in the generator.
Generator is spinning fine . I opened it up and checked the brushes and rectifier inside and all looks good. However , it is only producing about 1.6 volt . While it is hooked up to battery, total voltage stays 12.5 where I was hoping to see in excess of 14 volt
I am wondering if I am wired wrong or generator has issues
