1982 high idle 2500 to 3000

Hans is having trouble with his 82 havin a high idle.As soon as it warms up it's at 2500-3 grand.I checked the choke and throttle cables,they seem fine.If you pull the throttle all the way back by force it will idle at 1000.This came on after sitting for a few weeks during the winter.Turning the adjustment screw will get it to rev higher but not lower then 2500 when turned all out.

Solved the problem Sunday afternoon.Thanks to John Mortensen I pulled the air filter and stuck my hand into the choke plates.Even though the choke cable was slack the butterflies were NOT openng ALL the way.The choke armeture was hanging up (couldn't see where exactly) but by pushing down on the back part with a flat screwdriver I was able to get the butterfles all the way open.Sprayed the crap out of it with WD-40 and kept working the choke open and closed till it would open all the way by itself.
